I even created the PKI cert manually and associated it the SQL Server network configuration protocols. I went into the SQL server configuration manager, under the protocols for the SQL network configuration and can see that the ConfigMgr SQL Server Identification Certificate is in there and was Check This Out The SMSAdmin account that I am using to install the Primary server is also in the admins group on SCCMDB2012.
